This is blatantly lifted from another forum so apologies. I find this a very interesting topic as so many players believe their partner is weak if they don't have a heavy smash or use it so much. Views from different standard players would be interesting.

I think to play at a decent level you must have an effective smash and if you dont have a great deal of power then you must be accurate.
My doubles partners smash isnt anywhere near as powerful as mine but works well as he can place into an opponents body and force them to lift mid court giving us the advantage.
Of course if you cant place the smash very well eitrher then yes your going to be on the back foot a lot!

I think for doubles one needs a very good smash whereas the other can get away with just having accuracy.
But I think it does help if both are good smashers to sustain the rotational doubles formation so one can have a few bashes and the other can take over after a few to let their partner have a breather.
I take it you refer to levels only?
